During the Division Bench headed by Senior Judge Mohsin Akhtar Kayani in the Islamabad High Court, an extraordinary situation created an unusual situation.
The two -member division bench comprising Justice Mohsin Akhtar Kayani and Justice Saman Rafat Imtiaz of the Islamabad High Court started hearing the cases when steno was not available in the court.
Justice Mohsin Akhtar Kayani remarked that the Islamabad High Court has had a shortage of steno, 5.6 judges and if the situation may be fixed.
During the hearing, Steno’s chair remained empty and Justice Mohsin Akhtar Kayani himself wrote the orders, later the court official was seated in the chair of the court official to give files to Justice Saman Rafat Imtiaz.
Justice Mohsin Akhtar Kayani remarked that Allah should do good, today we do not have steno, like a civil judge, I will write an order myself, while the Registrar’s Office said that the court was temporarily given steno which was probably not available for a while.
During the hearing of the Division Bench, Justice Saman Rafat Imtiaz was not even giving the case files.
Sources said that Justice Saman Rafat Imtiaz is on vacation for PS and Stano Tanveer Ahmed Hajj, a court steno was available, but due to the burden of work, the judges did not work in the division bench.
The Registrar’s Office of the Islamabad High Court gave its stand on the matter that Justice Saman Rafat Imtiaz has two stenoes, a private secretary, one of the three private secretary went to Hajj and the other took a steno from the court and was given the court of Justice Saman Rafat Imtiaz.
It was further informed that at one o’clock, at two and a half at three o’clock, another steno was handed over to them, during which time it was suspended for a while when the court was not available to steno.
The Registrar’s Office says the number of courts has increased, the vacancies that were vacant have not yet been recruited, the Rules were being framed and we lack steno.
