Discussions about shortage of teachers and lack of facilities due to decades old and obsolete system in government colleges of Sindh including Karachi are common but now Cases of severe shortage of books in the faculty, laboratories and college libraries in government colleges of Karachi were submitted to the court. have become part of an official report.
This report submitted to the court has been prepared as a progress report by the University of Karachi on the court order, which has been prepared by the University of Karachi on the issue of affiliation of BS four-year degree program to government colleges of Karachi. It has been submitted to the court by the registrar of University of Karachi.
It should be noted that the College Education Department of the Government of Sindh has to start BS four-year degree program in various disciplines in government colleges on the court order and this report has also been prepared in this context.
In the report submitted by the University of Karachi to the court, revealing the facts regarding the government colleges of Karachi, it has been stated that the 11 government colleges of Karachi have sought affiliation of the BS program in 14 relevant regulations. The files submitted in this regard are incomplete and hastily prepared regarding facility information.

The report states that the colleges in the discipline in which the BS program is required to be affiliated are not mentioned on the files or are written with the wrong degree nomenclature and on some affiliation forms, associate degree is written instead of BS. has gone
In the summary of the detailed report, it is stated that the files sent by the colleges to the University of Karachi in connection with the merger include the documents submitted before the merger, including the academic records of the teachers, the titles of the books and the details of the computers, the classrooms. are incomplete in number.
According to University of Karachi registrar office sources, “The situation mentioned in the report is not very clear as these colleges are yet to be visited and the situation will become more clear after the affiliation visit.”
However, the files sent to the university indicate that the colleges which have sent the details of their labs are of intermediate level and do not have graduate level scientific facilities in these labs, while few colleges have teachers in related fields including business administration. There are not and the shortage of teachers in colleges is also evident from these files.
It should be noted that the Sindh government has been relying on the decades-old system for the appointment of teachers in colleges, which requires a long period of recruitment through the commission, during which dozens of teachers are recruited and come to the colleges. They also retire.

Dr. Muhammad Ali Sheikh said, “The relationship between colleges and universities in our country and province is completely different from the outside world. The academic administration of the universities is with the universities, only the financial administration is with the government, just as the universities are short of teachers in their fields. In this way, they appoint teachers in colleges through the Selection Board in a timely manner, so that the academic activities in the colleges are of high quality. Continue accordingly.
He said that the universities want to ensure the academic standards in the colleges as well, but due to the powers we have here, the government wants to retain the academic powers, which cannot solve the problem and we also need to improve the academic standards of the colleges. The administration has to be handed over to the universities.
Apart from this, among the 11 government colleges of Karachi mentioned by the University of Karachi in its report, it is stated that DJ Sindh Government Science College has sought affiliation of BS program in Chemistry, Physics and Computer Science where the Faculty of Computer Science I have only 3 teachers, 10 in Physics and 9 in Chemistry. Only two in Chemistry while no PhD in Physics and no teacher’s academic record is on file.
Further Braun Government Girls Science and Commerce College FB Area has sought affiliation for four year program in BBA but this college has no teachers of BBA or MBA qualification, 2 teachers are from Economics and 4 from Commerce, on file. There is no mention of the college’s computer facilities, no details of the library and only 3 of the 15 suggested books are related to business studies.
According to the report, PECHS Government College for Women has sought affiliation in BS Economics and Finance, this college has mentioned computer facilities in the file, but the academic details of the 7 teachers mentioned have also not been given.
Premier Government Girls College has also sought affiliation to BBA (BS) but there is no teacher from the relevant business department, three teachers are from commerce, the college has not given the details of computer labs, classroom facilities in the college. There are question marks as well as the number of books instead of their titles.
Premier Government College for Students has one teacher with Ph.D in Business but 2 M.Com.Furthermore, Premier Government Boys College (Evening) also has no business faculty and no details of computer labs are given.
Government College of Physical Education had asked for affiliation to Health and Physical Education and according to the report last year the affiliation of this college was visited and due to the absence of outdated books and labs its affiliation was rejected on the expert report and the college Did not seek affiliation from University of Karachi again.

According to the report, Superior Science College has not yet sought affiliation despite its name being included in the list of the Education Department. According to sources, Baldia College has also been denied affiliation due to lack of facilities.
On the other hand, two different affiliations have been issued after the affiliation visit of the Director General Colleges Dr. Naveed Rab to his college Government College of Education, however the Director Colleges are still not satisfied with the speed of the affiliation committee of University of Karachi.
To a question from Express, he said that we are in constant contact with the University of Karachi, have submitted the affiliation files, but instead of a visit, the university has asked for the NOC of the Education Department from the colleges and we have sent the NOC to the colleges. Also given now waiting for visit to start BS program from 2025 session.
It should be noted that in connection with starting the BS program in colleges from the session 2025, the Chief Minister of Sindh has also approved not to charge affiliation fee from the government colleges and universities have been restricted in this regard by the Department of Universities and Boards.
When contacted in this regard, the Secretary Affiliation Committee Dr. Anila Amber Malik confirmed the report sent to the court and said that they are starting visits to the colleges in a phased manner from the first week of December.
He said that we want to give affiliation to the colleges which have the required facilities, now the new affiliation policy of HEC has come and University of Karachi has also implemented it, so the continuation of this policy. Decisions regarding affiliation will be subject to expert opinion.
