Peace Treaty in Karam, An Overview

A peace treaty has been reached in Karam. Hundreds of people have lost their lives. Dozens of children have died due to lack of medicine. Roads that have been closed for several weeks will be reopened. Sick people could not go to the hospital due to blocked roads. Food became scarce, medicine ran out. But the Jirga was not reaching a peace agreement. However, a peace agreement has finally been reached. Should we give thanks for this peace agreement and rejoice that peace has been achieved?

But my question is who will account for the blood of those who lost their lives. The peace agreement did not specify how the blood of those who died would be accounted for. Those who killed were not asked to surrender before the law. The Jirga did not count the blood of the people. The killers will remain free, the blood of the victim has been wasted.

How will peace come like this? When it is determined that you will not get any punishment for killing, people will kill again and again. This is what happens in karma. Every so often tribal fighting starts there which is also colored by sectarianism. The establishment is tired of being told that this is not a communal fight but a land dispute between two tribes and that land disputes lead to riots every now and then. The carnage begins.

I have also been disappointed by the KP government in the recent Karam riots and massacres. Hundreds of people have lost their lives due to the indifference of the KP government. It is also a fact that when the carnage started in Karam, the KP government was engaged in an attack on Islamabad at that time. Therefore, from day one, karma could not be given the attention it should have been given. The Chief Minister of KP did not go to Karam even once during this entire crisis.

He went to Kohat but not to Karam. Where there was a fight, where there was a problem, they did not go there. You can guess the writ of the provincial government there. Where the Chief Minister cannot go, what will be the writ of the government? It is also worth mentioning here that we make the army responsible. But it is also a fact that when the Operation Resolute Stabilization was launched, the KP government opposed any kind of military operation in KP. Speeches were made in the KP Assembly. It was said that we will establish peace ourselves. Then when the massacre happened in Karam, the question why the provincial government did not take steps to establish peace is not important. Why was the help of the army sought now?

Similarly, I am very sorry for Majlis-e-Wahdat al-Muslimeen. In my opinion, he also tried to do politics on karma. Karam is the problem of KP. KP government has to establish peace there. It should be told why there is a need to hold sit-ins in Karachi and other cities on this issue. Majlis Wahdat al-Muslimeen is an ally of Tehreek-e-Insaaf. The problem of KP is why there is a need to hold a dharna in Karachi. If you want to hold a sit-in, sit outside the Peshawar Sub-Chief’s office. If you want to march, march against the KP government. Apart from Peshawar, sit-ins in Karachi were beyond comprehension. You just wanted to politicize this issue and keep politicizing it. If the Majlis Wahdat Muslimeen were really serious, they would have increased pressure on the KP government. But he was aligned with the KP government.

The month-long Grand Jirga finally decided that all private fronts would be abolished. Private fronts are the main cause of fighting. There are not only private fronts, but both tribes have formed their own armies.

That is why it was decided in the provincial apex committee that all weapons should be withdrawn. Now it has been decided in the Grand Jirga that all the parties will submit heavy weapons to the Jirga and the government. I also object to submitting it to the Jirga, it should only be submitted to the government. It has also been decided in the Jirga that those who damage the national property will be considered terrorists. This law should be applicable to the entire country. In the country too, it has become a practice to damage national property in the name of protest.

The Jirga has also decided that no fight will be given a religious colour. This is also very important. Every time tribal fighting in Karam is given the color of communal fighting. This time also the sit-ins of Majlis Wahdat Muslimeen gave the same color. The Jirga has also decided to resettle the evicted families. People have left their homes because of the fighting. People are also fed up with the constant fighting and bloodshed. Their return is a difficult task. They will not come back even from temporary peace. Only lasting peace can bring them back. No one can bring them back at gunpoint.

The display and use of weapons has also been banned in Karam. I think the area needs to be dearmed, no one should have any kind of weapon. Opening of offices of banned organizations has also been banned in Karam. It is also a fact that banned organizations also benefit greatly from this carnage. However, the roads are being opened and convoys of vehicles will be driven to maintain law and order.

Single vehicles will not be allowed to travel. It is also worth mentioning here that the fight started with firing on the passengers in the vehicles. Therefore, now it has been decided to run convoys of vehicles. There is a ban on harboring criminals. Harboring has been made a crime. It is also customary to give shelter to evildoers in this area. Which helps again in the fight. So now giving asylum has been made a crime.

However, a peace agreement has been reached in Karam. We can hope that this peace agreement will lead to peace. But I will say again that there is no indication of the perpetrators of the massacre that took place in this agreement. There is no mention of handing them over to the law. On the contrary, I feel that a general amnesty has been discussed for peace in the future. Which is the weakness of the state, and when the state shows weakness, it has suffered.
