Later, the Tehreek -e -Bihar Pakistan, under the leadership of Hassan Raza Bukhari Advocate, began its struggle in this regard. Khawaja Azharul Hassan, a member of the Muttahida Qaumi Movement, presented a bill to amend the Urban Act 1951. He has asked those who came to Pakistan by 1982 to issue citizenship and identity cards in their bills.

The bill was rejected by a few Bihari personalities saying that it was akin to abuse of the Biharis, but on this occasion, the Bihari Pakistan demanded an immediate amendment instead of rejecting the bill and demanded that the citizenship and identity cards be given to the visitors by 2002. The Bihari Movement of Pakistan continues its dialogue process to convey its recommendations to the top leadership of the United Nations, including Khwaja Azharul Hasan, and there is a strong possibility that the United Nations will submit a amendment bill in this regard, which will solve the problem of Bihari ID card.
