Karachi:
The provincial health department has been operating without a health policy for the last 20 years while the drug policy has not been made in the province. After the 18th Tatim, all this responsibility lies on the health department, Sindh should also have a drug regulatory authority, the health department was not released in 2005, despite the health policy issued in 2005.
Meanwhile, the people of the province are facing infection and seasonal diseases including Kovide, Chicken Guinea, Congo, malaria, dengue, HIV AIDS, hepatitis and tuberculosis. Due to lack of health policy in the province, the lack of links in the health department of the state is clear. During these 20 years, billions of rupees are spent on public hospitals and other health programs under the health department, but till date no disease has been controlled and no health policy has been made.
The Department of Health is silenced by issuing only one notification on any infectious diseases and seasonal viruses, while providing health services is the primary responsibility of the government. The purpose of the health policy is to provide the people of the province about various pandemic diseases, as well as doctors and general physician updates about diseases.
The last health policy was formed by the provincial health department on March 7, 2005, which was approved by the then Chief Minister of Sindh Dr Arbab Ghulam Rahim and in one of his letters, the former Secretary Health Professor Noshad Sheikh, Additional Secretary Dr. Shafqat Abbas and Dr. Shafqat Abbas, was given the Secretary of Health.
Health policy made in 2005 was the prevention of communication and non -communication diseases, improving the health of the mother and child, controlling malnutrition, establishing district health systems, regulation of private medical institutions, improvement of medical education, and other schools of health care were also used in school health. Despite this, the Health Government of Sindh could not formulate a health policy which could estimate the public interest and the province to create a healthy environment.
Expert Health and former Director Health Karachi Dr Ikram Sultan said that the province had no health policy and no drug policy was made in the province. After the 18th Amendment, the Health Department of Sindh Health Department, and other issues, including drug policy, drug regulatory authority, should be fully functional.
He said that due to lack of health policy in the department, the department is running on ad hocism, which means that the health department has no targets (target) for eliminating diseases from the province. Whatever the disease has come up, it takes to resolve it. How to cure diseases and goals are set in the year to eliminate it.
Under this policy, the timeframe is set to eliminate various diseases, and then at the end of the year, the goals are reviewed that the disease is controlled percentage.
He said that unfortunately no concrete steps were taken to eradicate any disease in the province as there is no health policy in our province and when there is no health policy, there are no goals for the health and district health program under the health department.
The people of Sindh province are forced to live in different viruses every month and throughout the year. The establishment of a healthy society in Sindh province has become a dream. The people of Sindh, including Karachi, suffer from some disease or outbreak or virus all year long and they have to stumble to treat them.
He said that there is no health policy in Sindh province so there is no targets for eliminating any disease nor is there a data for these diseases. Unless a disease data is available, no target can be set for the treatment of the disease.
Responding to a question regarding the drug policy, he said that in Pakistan, including Sindh province, there is no drug policy and pharmacopia (medicine constitution), while all countries around the world have their own Pharmacopia, he said that the former Prime Minister Zulfiqar Ali Bhutto was for the first time, which was eliminated from the name of Generic Name. Yes.
He added that how do we check the quality of medicines that are imported from Pakistan from overseas because there is no Pharmacopia in our country, our country should have our own pharmacopia to check out the drugs coming from outside. He said that after the 18th Amendment, the province should have its own Drug Regulatory Authority which should be set up in Sindh Higher Education Commission as well as Sindh Drug Regulatory Authority.
Expert Health Greesh Kumar said that the absence of health policy in the province does not make the strategy to overcome and overcome them, and it is not known which health program is done and which diseases are taking place, while the people have different infections as well as in the province.
Various infections are invading the province throughout the year, while there are regular vertical programs for monitoring and monitoring in the province, but their performance is unaware of the government and the public, which is due to the lack of health policy in the province. Due to lack of health policy, the infrastructure of hospitals and basic health centers under the health department is also severely affected, while the performance of other programs and hospitals, including vertical programs, does not come to the public and a negative aspect is highlighted in the public and international institutions.
On the other hand, health problems also arise, which causes severe pressure from patients in major teaching hospitals, which does not provide proper medical attention to patients. While there is a primary health care infrastructure in Sindh province.
According to the Express Tribune Survey report, there is no data system for patients coming to various diseases and various government hospitals in Sindh province and currently there are Director Health Karachi and other district hospitals including Secretary Health, while Hyderabad is the second most important secretary of health.
The tragedy is that the vertical program and others have to go to Hyderabad to attend a meeting held at the DG Office, which uses timely waste and petrol and the concerned officer also gets TADA.
According to the report, rupees are issued annually to the health programs of the health department, which includes surveillance and prevention of diseases, while also providing budgets to control the infectious diseases. The report states that no health policy could be formulated on the prevention, treatment and rehabilitation of various diseases due to lack of health policy in the province, while no steps were taken for stakeholders, NGOs, private health care providers and international partners.
On the other hand, there is no steps to improve healthcare services and facilities in hospitals operating under the Public Private Partnership and the basic health centers in Sindh, while the modern technology in Sindh is not visible in Sindh.
The health and medical staff department working in the health sector is constantly facing the health department, lacking in government -level training to harmonize these staff in accordance with the modern requirements. There are no medical research centers at the primary level and to deal with them.
A strong health policy is essential for the establishment of a healthy society to improve the health care system of the people in Sindh, which will benefit the people of the province and take effective steps to eliminate diseases.
