Billa has earlier served within the Ministry of Tourism, Authorities of India as Joint Secretary between 2014 and 2019. Later he moved to UNWTO to function Director, Technical Cooperation and Silk Highway Improvement. His final project was with Kerala Authorities as Principal Secretary, Industries & NORKA. Whereas, Verma will now function Extra Secretary within the Division of Water Sources, River Improvement & Ganga Rejuvenation, falling below the Ministry of Jal Shakti.
